General Hearings Filing Information

Electronic Filing

Effective January 1, 2017, documents filed by attorneys, state agencies, and other governmental entities in all hearings other than Public Utility Commission, Texas Commission on Environmental Quality, or Individuals with Disabilities Education Act hearings must be filed electronically with the State Office of Administrative Hearings through the agency’s E-filing System (1 Tex. Admin. Code § 155.101).

For hearings referred by the Public Utility Commission, documents must be filed in accordance with 1 Tex. Admin. § 155.101(c).

For hearings referred by the Texas Commission on Environmental Quality, documents must be filed in accordance with 1 Tex. Admin. § 155.101(d).

Filings by Self-Represented Litigants

Self-represented litigants are strongly encouraged to file documents electronically through the State Office of Administrative Hearings E-filing System. However, they may also file documents by mail, hand-delivery, or fax to the appropriate State Office of Administrative Hearings office location.
